Council asks for updated financial reports and 990s from several grant applicants

Several nonprofit applicants for Seaside’s 2027 grant round had incomplete documentation in their applications, councilors said, and staff will follow up to collect missing materials before the budget committee makes final recommendations.
Presenter told councilors that most applicants completed the requested checklist, but named exceptions. “The only entity that did not include a 990 was Sunday supper because the Catholic church was not willing to send that to us,” the Presenter said. Council members noted the church provided an “easy form” showing revenue under $50,000 but that the easy form lacks line-item detail; one councilor asked staff to ask the applicant for the more detailed pages or explanations of expenditures specific to the Sunday Supper program.
Councilors also raised concerns about El Centro and Harbor: staff noted El Centro included program descriptions and some local activity but the council asked for a clearer estimate of what percent of clients are Seaside residents. On Harbor’s DSART survivor-support request, councilors asked what share of any funded survivor-support work would be delivered to Seaside clients, and whether Harbor’s Form 990s are current.
On DeliverLight, several councilors questioned an assertion in the application that 17 people were housed; they asked staff to confirm where those people were housed and which funding sources paid for that housing. The Mayor and other members described these follow-up questions as necessary to judge how much of each applicant’s activity is Seaside-specific and therefore eligible for city grant dollars.
Staff agreed to: request updated IRS Form 990s where applicable (or an applicant’s explanation if that information is withheld for institutional reasons), request missing spending reports for prior-year awards, and ask for a Seaside-specific breakdown (percentage or estimate) of clients served where applicants report countywide activity. Councilors said decisions made in the meeting are advisory and that the budget committee will consider final allocations after staff returns with clarified documentation.
