Council approves $100,500 professional services agreement with Kimley Horn for Riverview Park Phase 1 design

The City Council voted March 25 to advance a professional services agreement with Kimley Horn for design and permitting of Riverview Park Phase 1 in the amount of $100,500.
Miss Graham, the staff presenter, said the scope follows a 2024 grant and the council’s earlier selection of conceptual plan C. "This agreement is Kimley Horn moving forward with the design and permitting for that conceptual plan C," she said. The professional services agreement is proposed because the city’s continuing contract with the firm expired in February and Kimley Horn had already completed prior work.
Council members questioned wording in the Kimley Horn proposal that referred to a “future” splash pad and playground. Council member Dodd asked whether that phrasing might imply the splash pad would not be included in phase 1; Mister Benton responded that the splash pad and playground are part of phase 1 and said he would remove the word “future” from the project understanding language to make that clear. "I will cross out future," he said.
Council member Nunn moved approval and the motion passed unanimously. Staff said the agreement will be forwarded to council for formal contract approval and that the funding is tied to the earlier grant award.
The council did not receive public comment on this item. Staff will finalize contract language to reflect the clarified scope before executing the agreement.
