Board asked to approve Appendix A fee consolidations; proposal includes $5 landfill tipping-fee raise and 10% building-permit fee increases
Summary
Staff told the board Appendix A amendments would consolidate county fees into one schedule for transparency and would incorporate proposed increases: $5 to landfill tipping fees (6%) and a 10% rise in building and zoning fees, citing rising costs and mandated closure and construction costs for landfill cells.

County Administrator Mike Mason described proposed amendments to county code Appendix A and section 38‑84 as primarily a housekeeping change to consolidate fees into a single schedule for transparency. Mason said the changes would also reflect proposed increases in tipping fees and building and zoning permit fees.
Mason explained the landfill tipping fee increase from $80 to $85 is intended to cover current operating costs and fund construction of the county's next landfill cell (referred to as Cell 8) and closure obligations for the existing cell (Cell 7). He said landfill closure is a mandated, large capital cost and that tipping‑fee revenue is the principal funding source for transfer station operations and landfill capital.
Mason also said building and zoning fees, unchanged since 2019, would see an approximately 10% increase so permit fees better reflect staffing and administrative costs.
No board vote occurred on the amendments at the hearing; Mason said adopting changes will require appropriate public notice and follow state code timelines.
