Council members raised the strongest recurring concern about how annexation would affect existing property owners in rural subdivisions. Council member Bucielato recalled a prior annexation attempt and cautioned that residents were told they might have to give up animals; she asked staff to clarify whether existing animal uses could be grandfathered. "When they were trying to annex Crestville and Wild Horse Estates, the issue was the grandfathering of the animals," Bucielato said. "They were saying no, that they're gonna have to get rid of animals that they purchased for horse property." Monroe and other staff said the annexation policy would address zoning compatibility and that staff would examine whether municipal zoning districts could be used to preserve lot-size and animal allowances for those areas.
Staff and a legal/finance presenter reminded council that annexation initiated by the town requires careful outreach, informal surveying of owner appetite and due diligence before committing resources, particularly for large subdivisions where thousands of owners may be affected.
Council direction and next steps: Council asked the clerk's office and planning staff to draft an annexation ordinance/policy for a future meeting (council schedules and clerk deadlines noted). Staff were asked to test public appetite through open houses and to prepare analysis of zoning grandfathering options, infrastructure impacts, fiscal implications and outreach plans before initiating any town-driven annexation.
