Tipton City redevelopment advisers present annual TIF report; commission hears proposal to review one district's dissolution

Lorna Stone, the commission's municipal adviser, presented Tipton City's Tax Increment Financing (TIF) management report for the prior year and said the document is an informational item that staff will upload to Gateway before the April 15 deadline.
"It is just, a report on TIP activity for the prior year," Stone said as she walked commissioners through the report and its required filings. She told the commission the management report requires no action today but must be presented in a meeting and uploaded to Gateway prior to April 15.
Stone told the commission Tipton has seven TIF districts and that last year the combined accounts showed just under $1,300,000 in revenue. She cautioned that most of that sum consisted of bond proceeds tied to a single road-backed lease bond and that there was little general spending from the Redevelopment Commission, producing a high year-end fund balance that may be deceptive.
"Your actual TIP incremental income was the, that 10,000 and TIP revenue collections was that $10,523.77 number," Stone said, noting two TIF areas are beginning to generate incremental income while others are expected to produce revenues over time.
A commission member clarified the nature of the bond that produced most of the revenue, saying the lease bond was road-backed but that "those funds were for our baseball project." Stone said she would update the presentation materials to reflect that use of proceeds.
During discussion, a commissioner urged the commission to consider dissolving one local EDA created in 2022 because it has not generated the expected revenues and could become a liability if assessed values fall. "I think we're probably at a point where we might consider dissolving the tipping forward EDA," the commissioner said, calling for legal counsel to evaluate the process and consequences. Stone said she and her colleague Adam could advise the commission and that they would follow up with more detail.
Stone also reiterated that she and staff will work with the city treasurer to upload the management report and related documents to Gateway by the April 15 deadline and can supply working links and contact information for follow-up questions.
No formal action was taken on dissolution at the meeting. The commission did approve the minutes from the prior month earlier in the session and adjourned following the presentation.
