Tipton City Council hears update on Public Safety Building budget and timeline

The Tipton City Council on March 23 received a financial and schedule update on the city’s Public Safety Building project, which officials said remains near its original budget but is awaiting a small change-order item before final completion.
The presiding official said the project began with an original budget of $784,200. "There have been three change orders," the presiding official said, "those change orders are totaled at $10,975," which the official described as roughly 1.399% of the original budget. That raises the new project budget to $795,175, the official said.
The council heard that Heron Construction has billed roughly 55% of its original bid to date, while Etika Group — the design/engineering contractor — has completed about 86% of its original scope and budget. "Heading toward completion, we believe that they might get completed at the end of this month," the presiding official said, noting the schedule depends on whether a soffit material ordered in a change order arrives and on finishing punch-list items.
Board of Works remarks at the meeting also described related public-safety staffing developments: the fire department is onboarding two people and expects to be fully staffed, and two police academy recruits are expected to graduate April 24 with an additional hire planned to backfill an April departure.
Why it matters: the update indicates the construction project remains close to its planned cost and is near completion, but a remaining material change and final punch-list work could delay turnover to the city. Council members did not ask for additional appropriations at the meeting.
The council did not take a formal vote on spending for the Public Safety Building during this session. The project update was presented as an informational report; the presiding official said staff will continue work on outstanding items and return materials for inspection and final acceptance once the work is complete.
