Commission considers swapping alley-by-alley spring cleanup for drop-off days at transfer station

City staff told the commission that alley-by-alley spring cleanup is returning diminishing results and consumes substantial staff time and fuel. Staff proposed alternatives including offering free drop-off days at the city transfer station (spring and fall), extending hours to include evenings and weekend days, and adding a call-in schedule for residents without transportation.
"We are picking up less and less refuse every year through this process," staff said, noting a sharp decline in per-residence pickup counts and the high operational cost of alley routing. Public commenters recommended that any transfer-station drop-off include a weekend day and extended evening hours to accommodate residents who work during the day.
Commissioners discussed retaining a call-in pickup option for people who cannot transport material and suggested staff pilot a two-day open-transfer plan including a weekday evening and a weekend day. Staff said they will return with operational details and noted efforts to increase diversion (composting and reuse) and to coordinate with county programs and green-box collections.
