Beardstown City Council approves equipment purchases and Elks fireworks contribution; union contract motion lacks a second

The Beardstown City Council voted Tuesday to approve three municipal expenditures and recorded that a motion to ratify a tentative labor agreement died for lack of a second.
Alderperson Lisa Buhlig, seconded by Alderperson Keith Schramm, moved to approve the lease/purchase of a 2024 John Deere 331G skid steer from Martin Equipment for $34,948.00; the motion passed by a 6–0 roll call vote with Alderpersons Buhlig, Culves, Davis, Harbin, Schramm and Taylor voting yea and Alderpersons Chris Baer and Dawn Seward absent.
The council also approved a $3,000 contribution to the Elks Fireworks Fund on a motion by Alderperson Ron Culves, seconded by Alderperson Eric Harbin, and authorized the Fire Department to buy a Groves washer from Dinges Fire for $5,222.00 on a motion by Alderperson Keith Schramm, seconded by Alderperson Mary Davis; both motions passed by 6–0 roll call votes.
Earlier in the meeting the council entered executive session to discuss collective bargaining under the statutory exemption for collective bargaining (5 ILCS 120/2(c)(2)); the minutes record the motion to enter that session by Alderperson Ron Culves, seconded by Mary Davis. After returning to open session at 7:13 p.m., Alderperson Eric Harbin moved "That the tentative agreement between the City of Beardstown and United Food & Commercial Workers District Local 431 representing the Public Works and City Hall Employees be approved." The motion "died due to a lack of a second," and no vote on the tentative agreement was recorded in the minutes.
The council approved procedural items earlier in the meeting: dispensing with the reading of the May 21, 2024 minutes (motion by Alderperson Eric Harbin, seconded by Shawn Taylor), and approving the consent agenda (motion by Shawn Taylor, seconded by Eric Harbin), both recorded as unanimous. Departmental reports for water, police, fire, code enforcement and zoning were received and are attached to the minutes.
With no further business the council adjourned at 7:36 p.m.
