The action to name Mary Davis temporary chair was moved by Alderperson Ron Culves and seconded by Alderperson Chris Baer. The motion, recorded in the minutes as “That Mary Davis be named Chair Temporary Chair in the absence of Mayor Harris,” passed unanimously by voice vote.
Alderperson Lisa Buhlig moved and Alderperson Dawn Seward seconded a motion to dispense with the reading of the March 4, 2025, minutes and approve them as published; that motion passed unanimously by voice vote.
Alderperson Eric Harbin moved and Alderperson Chris Baer seconded that the routine reports on the consent agenda be approved and filed under the Omnibus Vote Designation. The consent agenda was adopted unanimously by roll call vote.
City Clerk Brian Ruch presented February financial figures showing cash receipts of $1,425,278.00 and cash disbursements of $1,741,036.95. The City Treasurer reported fund balances including combined General Fund checking of $3,127,094.67, Special Revenue Funds of $3,953,054.07, Bond Sinking Funds of $743,562.49, Water Increment Fund $213,919.76 and an ARPA Grant balance of $499,664.62. The council record also lists overtime and part‑time pay totals for February: ambulance $16,392.35; fire $5,303.40; police $3,745.05; and public works/cemetery/city hall $3,483.54.
Ambulance reports were provided for Beardstown and Virginia. Beardstown’s February report showed 88 total calls, total charges of $83,958.00, collections of $22,855.72 and total adjustments of $23,752.41. Virginia’s February report listed 29 total calls, total charges of $39,294.00, collections of $15,629.95 and total adjustments of $15,035.40. Year‑to‑date figures (May 1–April 30) for charges, collections and adjustments were included in the published reports.
There were no public comments. With no further business, Alderperson Dawn Seward moved and Alderperson Lisa Buhlig seconded to adjourn; the meeting ended at 6:37 p.m.
