Forest Park council adopts FY2025–26 appropriation, approves several resolutions and contracts

The Village of Forest Park council adopted the annual appropriation ordinance for the fiscal year beginning May 1, 2025, and ending April 30, 2026 (ordinance O-36-25) at its July 28 regular meeting.
Council also approved a resolution to dispense with the reading of individual departmental bills and adopted the listed expenditures, which the clerk read as aggregating $628,295.34 across refunds and allocations, public affairs, police, community center, accounts and finance, fire department, health and safety, streets and public improvements, public property, and other funds (resolution R-67-25). The resolution was adopted by recorded roll-call votes.
Several other formal actions were approved by the council: a surplus-property ordinance (O-37-25) authorizing sale or disposal of village property; a resolution waiving the hiring freeze for IMRF-covered positions to allow hiring a full-time police desk clerk (R-68-25); and change order number 1 to the Joel Kennedy Construction contract for the 2024 lead service replacement project (stage 1), recorded as resolution R-69-25.
The council authorized waiving the normal bidding process and awarding a contract for emergency repairs to the community center’s Jackson Boulevard pump-station room (R-70-25). Commissioner Maxim asked whether the bidding process was being waived solely for expediency; the mayor confirmed that was the reason.
Council approved pay request number 5 to Boulder Contractors for the 2024 water-main replacement project (listed in the meeting record as for the "405 hundred blocks of Ferdinand"); the payment was adopted as resolution R-71-25.
The council also moved to direct the Board of Fire and Police Commissioners to offer employment to the next eligible probationary firefighter and the next eligible probationary police officer; that motion was adopted.
Most roll-call items were recorded as 'Aye' by the commissioners and the mayor. An earlier item (approval of the July 14 minutes) included an abstention by Commissioner Maxim as noted in the record.
Next steps: the council adjourned into a closed session to discuss employment matters and did not return to open session that evening.
