Belvidere City Council approves event street closures, $34,390 contract and first reading of handicapped parking ordinance

The Belvidere City Council on March 2, 2026 took a series of routine actions on event logistics, a small capital contract and an ordinance first reading, voting unanimously on each item.
At the start of the meeting the mayor announced there were no registered public commenters and the council moved quickly through approvals of prior meeting minutes. The council then heard a first reading of an ordinance that would amend section 110-198 of the Belvidere City Municipal Code to add or adjust a handicapped parking space at Garden Drive; the mayor said the ordinance will return for a second reading in two weeks.
Chairman Peterson moved and the council approved a motion authorizing the mayor to sign a lease/license agreement between Belvidere City and Franklin Display Group Inc.; the motion was carried on a roll-call vote with all 10 members recorded as voting in favor.
The council also approved a contract award for the Station 2 apparatus bay floor refinishing project to TSR Concrete Coatings in the amount of $34,390, to be paid from the capital fund. Chairman Peterson presented the motion; the roll-call vote recorded 10 in favor and the motion passed.
The Belvidere Area Chamber of Commerce brought multiple event requests from committee that the council approved on consent. The council authorized temporary street closures and traffic controls for the Buchanan Street Markets (scheduled May 29, June 19 and July 31, 2026, 5 p.m.–9 p.m.), approved closure segments and times for downtown trick-or-treat on Oct. 28, 2026, and approved street closures and trash-receptacle placement for Hometown Christmas and Hotel Christmas events in December 2026. Each motion passed on roll-call votes with all members recorded in favor.
All items approved at the meeting were procedural or event-management actions; the only ordinance item was taken on first reading and will return for an additional reading and final vote at a later meeting. The council adjourned at 6:16 p.m.
