Belvidere council approves $2.2 million in city spending, annexations and multiple public-works contracts

The Belvidere City Council voted on a slate of budget and procurement items at its Aug. 18 meeting, approving general and special fund expenditures of $2,195,133.97 and water and sewer fund expenditures of $472,623.37, along with multiple public-works contracts and two second-reading annexation ordinances.
The mayor called for approval of the minutes from the Aug. 4 meeting; a motion by Alderman Hoynes with a second by Alderman Montalbano passed on a recorded vote. The council then approved the general and special fund expenditures after a brief question from Alderman Peterson about a water-main line-item; Director Anderson said the repair is expected this fall or, if necessary, next spring.
Council approved two second-reading annexation ordinances affecting portions of the Deer Hill and Deer Hills 2 subdivisions, which the mayor said had been through committee and reviewed by the city attorney; both ordinances passed by recorded vote.
From the Committee of the Whole, council approved a change order with Arc Design Resources not to exceed $30,000 for additional engineering and construction services on Parking Lot No. 7, and it approved the low bid for a manhole adjustment project from Schroeder Asphalt Services Inc. The transcript’s numeric reading of the Schroeder bid is inconsistent on the record; the council approved the low bid by roll call.
Council also approved the low bid from Entrack Group for the Allen Street Detention Pond project in the amount of $869,992.71, to be paid from IEPA grant funds and capital funds. Director Anderson said the city expects to issue a notice of award this week and that the contractor could start roughly 45 days after contract signing.
On public-safety business, the council approved a $16,131.25 renewal of First Due software for the Belvidere Fire Department and accepted a $3,494.25 donation from Vetcor Professional Services LLC (DBA Dogwood Pet Hospital) for the city’s canine program.
Council members thanked first responders and volunteers for post-storm cleanup and response. “We were very, very fortunate,” the mayor said, adding the city will continue cleanup efforts. Alderman Stevens also thanked local volunteers and relief organizations for their work.
