Board approves first readings of policies on food service, staff leave and facility use

The Colleton County School Board voted to approve first readings of three district policies Wednesday, moving proposed changes to the next stage of review.
Policy committee chair (speaker 8) presented revisions to policy EF to add the community eligibility provision related to food services. After committee clarification and confirmation from district counsel Jasmine Drain the board approved the first reading of policy EF "food services" by unanimous voice vote. Chair Nixon presided over the motion and vote.
Board members then reviewed proposed language for GCC and GDC, which govern professional and support staff leave. Staff recommended adding a verification step for sick-leave use when an "observed and documented pattern" emerges and asked the board to specify a maximum number of unused sick days retirees may carry over. Board discussion ranged from retaining five days to granting the full 10 days suggested by several members. A motion to insert the number 10 for retiree carryover (for returning retirees under a letter of agreement) passed on first reading by unanimous consent; members noted this is a first-reading action and may be edited before final adoption.
The board also considered policy KF (community use of school facilities) and its administrative rule, which clarifies facility rental procedures, insurance and a "special properties/circumstances" provision. Attorney Drain confirmed modifications to align the policy with established approval processes. A motion to accept the policy and administrative rule for first reading passed by unanimous consent.
Why it matters: First readings move the policies into the board's formal review process; final adoption will require subsequent readings and any further amendments. Board members asked that items with blanks or unresolved language (notably parts of GCC/GDC) return with clearer recommended wording before second reading.
