Belvidere City Council approves contracts, K‑9 donations, planner appointment and reduces Southtown escrow

The Belvidere City Council on Aug. 4 approved a series of routine and project actions, voting unanimously on resolutions and contracts that included equipment and service agreements for public safety, facility repairs and street‑level capital work.

Mayor Albertini convened the meeting and led the Pledge of Allegiance and an invocation before the council moved through consent and committee items. The council placed two annexation ordinances on first reading (annexing parcels north of U.S. Business Route 20 and adjacent subdivisions) and scheduled them for second reading in two weeks.

The council approved Resolution 2025‑12 to release certain executive session minutes and set release dates for minutes from Aug. 2, 2021; Nov. 14, 2022; Sept. 5, 2023; and July 22, 2024. Alderman Peterson moved the motion and Alderman Stevens seconded; the roll call was 8‑0 in favor.

What council members discussed

Council members discussed reporting and transparency for small donations under $500 to municipal departments. Finance Director Sarah said, "We could definitely do it as part of our monthly reports," and the mayor and police staff agreed they could coordinate to include those receivables in monthly reporting rather than placing every small gift on the council agenda.

Chairman Peterson presented several public‑safety items that came from the committee of the whole and introduced the K‑9 donations memo from Police Chief Shane Woody.
