Belvidere council approves $5.4M in expenditures, multiple intergovernmental agreements and appointments

At its Feb. 16 meeting the Belvidere City Council approved $4.78 million in general/special expenditures and $605,730.77 in water/sewer bills, authorized several intergovernmental agreements (including an IT/VoIP contract with Boone County and a park-district police-services pact), accepted subdivision improvements, postponed one MOU, and confirmed an appointment to the Fire & Police Commission.
The Belvidere City Council on Feb. 16 approved routine expenditures exceeding $5.3 million, authorized a series of intergovernmental agreements and appointments, and accepted completed public subdivision work, while postponing a law-enforcement cooperative memorandum of understanding to March.
Council approved general and special fund expenditures totaling $4,780,265.46 and water and sewer expenditures of $605,730.77 after separate motions and unanimous roll-call votes. The general/special-fund motion was moved by Alderman Montalbano and seconded by Alderman Hoynes; the water/sewer motion was moved by Alderman Hoynes and seconded by Alderman Gramkowski.
On procurement and IT services, the council voted to reject proposals submitted by Petrie Design, Entre Solutions and Sundog. Immediately afterward the council approved Resolution 2026-3 authorizing an agreement with Boone County to provide IT and VoIP services. The motion to authorize the Boone County agreement was moved by Alderman Montalbano and seconded by Alderman Hoynes; the resolution passed 10–0. The mayor thanked the Boone County Board and Boone County Board member Tom Wohlberg for their cooperation.
Director Brent Anderson described another consent item, Resolution 2026-4, as a 10-year lease with the Illinois Department of Natural Resources for storm surge discharge across the dam. "It's a it's a 10 year lease for the, across the dam for a storm surge discharge," Anderson said. Council approved that resolution unanimously.
The council also accepted public improvements for the MH Subdivision (referred to in the meeting as Dodge Lanes) under Resolution 2026-5; the council recorded that the improvements have been completed and the resolution passed unanimously.
Under Resolution 2026-6, the council authorized an intergovernmental agreement with the Belvidere Township Park District for police services. Chief Woody noted that the Park District board had already approved the agreement. The council approved the resolution 10–0.
On an agenda item concerning a proposed Winnebago–Boone County investigative cooperative memorandum of understanding, Police Chief Woody requested additional time to allow members to propose language changes. Chief Woody said postponing to March 16 would allow the cooperative to meet and refine the draft. Council members voted to postpone consideration of that MOU to the March 16, 2026 meeting.
Motions forwarded from the Committee of the Whole and Public Works included a conceptual approval of a redevelopment agreement with Dairy Farmers of America, with the final agreement to be presented later. Director Anderson told the council the parties were finalizing a draft and expected a return to committee. Council voted 10–0 to approve the concept.
In personnel and appointments, the council approved the appointment of Rick Menge to the Belvidere Fire and Police Commission to fill the remainder of Tim Rathburn’s term through April 30, 2027. The clerk read a letter from Menge introducing himself: "My name is Donald Mengi, but I go by Rick," the letter states. The council also authorized the police chief to sign a consultant services agreement with Dr. Christina Warden of the Glenwood Center for Better Mental Health.
Before adjourning, the chair reminded council members of a budget meeting at 8:30 a.m. Saturday at City Hall. The meeting adjourned at 6:24 p.m.
