Planning reports uptick in commercial inquiries; public works pauses leaf collection for snow season

Planning staff provided an update on new development questions and downtown activity during the Jan. 12 Committee of the Whole meeting.
Planning staff (introduced as Miss Delrose) said December saw two replats for Deer Woods and there were no planning cases in January so far, although she expected 1–2 submittals by the next deadline. She reported an increase in phone inquiries about industrial and commercially zoned properties and active site plan reviews including 14 North State Street, a chiropractic building the school district has purchased to relocate its health clinic and allow Everest High School to expand.
Delrose also said the Salvation Army is relocating from downtown to a Pacemaker location; building permits have been issued and tenants are undergoing renovations but a move-in date was not confirmed. She noted downtown signage, new businesses and façade work are underway and that Heritage Days outreach is beginning in light of the community’s 250th anniversary.
On public works, Director Anderson told the council that early snow forced the city to switch trucks from leaf collection to salt and snow removal. "We have since switched over our trucks from leaf collection to salt and snow removal," Anderson said. He added crews used an end loader to remove leaves pushed into streets to prevent storm-drain blockages and said full vacuum/leaf-box operations will resume after snow season ends.
Council members asked whether the city should send postcards about proper leaf placement; Anderson said the problem is not pervasive, that crews will knock on doors to advise residents when needed, and that contracted disposal service accepts up to 20 bags during the fall season. Yard-waste collection restarts April 1.
Staff said they will monitor commercial inquiries and upcoming site plan submittals and return with any items requiring action at future meetings.
