The commission voted on Jan. 23, 2026, to recommend approval of case PZSeats25-04, which would annex and rezone a parcel at 44 W 452 US Route 20 in Hampshire from E‑1 (Estate) to M‑3 (Industrial) to permit outdoor storage and related industrial uses.
Staff summarized the application and told the commission that the parcel has historically been used for outdoor storage and industrial purposes and that no written public comments had been received before Jan. 23, 2026. Staff recommended three conditions of approval, including tying the special-use and variance entitlements to the operating business so the entitlements would lapse if the business ceased operations.
Kathy Hovland, the petitioner’s attorney, said the property had existed in its current commercial use prior to February 2010 and that the owner wished to expand parking, outdoor storage areas and make improvements to one building. “This property has been existing since prior to 02/2010,” Hovland said.
The property owner, identified in the record as Mr. Link, told the commission his landscape-supply business has operated on the site since 2002 and described the business lines: “We sell concrete, but we’re getting all the pavers,” he said.
Staff asked the commission to adopt the findings of fact in the supplemental agenda and to recommend approval of three related requests: annexation and rezoning from E‑1 to M‑3; a variance to allow outdoor storage without a screening wall or fence (section 6‑9‑4‑c of the Hampshire zoning ordinance); and a special-use permit for outdoor storage under the same ordinance provision. A motion and second were recorded and the commission conducted a roll-call vote; the commissioners called in the affirmative and the motion passed.
Staff announced the matter will be considered next by the bills board on Thursday, Feb. 5, at 7 p.m.
The commission’s recommendation is advisory; final approval will be decided by the bills board at the scheduled hearing.
