Committee approves downtown market permits and $100,000 vehicle-barrier system for event security

The West Chicago Public Affairs Committee voted Feb. 17 to approve permits for a 12‑week downtown Mosaic Market pilot and to authorize the city to acquire a vehicle‑barrier trailer kit intended to protect parade routes and other public events.

Committee members heard a presentation from city staff explaining that the trailer‑deployed barriers — described by staff as tested systems used by police and the military — would allow the city to block intersections with a lower‑profile setup than parking public‑works trucks. Staff said the unit’s trailer stores barriers for quick deployment, can be separated to allow ADA‑compliant openings, and could reduce manpower needs compared with using multiple trucks.

“Protection of the crowd” and maintaining visibility on Main Street were the main public‑safety rationales, staff said. The presentation noted an estimated purchase cost of $100,000 and said the police department would store and maintain the trailer on its property; public‑works crews and police staff would handle deployment.

Committee members pressed staff on cost‑benefit and storage logistics. One member asked whether a detailed return‑on‑investment analysis had been prepared; staff said no deep cost analysis had been completed but argued the system would save manpower over time. Staff also said the city is exploring asset‑sharing arrangements with neighboring departments and informal in‑kind exchanges rather than formal rentals to offset costs.

The committee moved and recorded a roll‑call vote; the item passed in committee and will be forwarded for council consideration.

Separated in the same meeting, the committee approved two event permits for a Mosaic Market, a French‑style cultural market proposed to run Thursdays from June through August, 4–7 p.m., with an anticipated 20–30 vendors to start. The presenter said there is no direct cost to the city — vendor booth fees will compensate the organizer — and that West Chicago residents and businesses will get priority in the vendor application process. Estimated vendor fees were discussed at $30–$75 depending on the vendor type, with higher fees for food concessions.

Staff said the market will be coordinated with public works and police for street closures and that the organizer will provide a post‑event report showing vendor counts and attendance. Committee members voted to approve the two permits and to advance them to the city council.
