Brookfield board tables cannabis dispensary permit after residents raise safety and property concerns

The Village of Brookfield board on Monday agreed to table consideration of a special-use permit to allow a cannabis dispensary at 9046 31st Street until its Feb. 23 meeting after residents urged the board to reconsider the location.
President Garvey opened the meeting noting the item had been continued at the petitioner's request but that public comment would be heard. Neighbors described the area near 31st Street as overwhelmingly residential and said locating a dispensary there would harm neighborhood character and create safety risks.
"My house is great. Our neighborhood is great," resident Celia Donovan said, adding that the block north of 31st Street is "over 95% residential" and near schools and the zoo. "I would just hate to see it go downhill because of that," she said. Donovan suggested a commercial corridor such as Ogden Avenue would be a more appropriate location for a dispensary.
Other residents cited safety and enforcement concerns. "If you purchase an edible and eat it in your car and then proceed to drive away, further down the road something could happen," said Ed Papartis, who also questioned revenue projections given nearby dispensaries. Gwen Lechner said congestion at the Park/31st Street turn is already a traffic hazard and could worsen with additional customers.
Trustee comments were procedural during the public-comment period; the board later moved to consider the ordinance and then to table it. Trustee Whitehead moved to consider the ordinance under Section 62.25; Trustee Kaluznick seconded. On a subsequent motion to table the matter to the Feb. 23, 2026 board meeting โ stated by the trustees to be at the petitioner's request โ the board voted yea on roll call and the motion passed.
The decision to table does not resolve the underlying permit application; the trustees indicated the matter will return for formal consideration on Feb. 23 and that related applications (including a separate matter at Prairie and Ogden) would be handled at a future meeting.
What happens next: The village clerk will place the special-use permit for 9046 31st Street on the Feb. 23 agenda. The petitioner requested the continuance; the board did not take a final vote on the permit on Feb. 9.
