Staff previews upcoming board items: electronic message boards, window signage limits and building fees

Staff member (speaker 6) told the Planning and Zoning Board that three memoranda will come before the board at the next village board meeting and that those items will likely require planning-commission review.
On electronic message boards, staff said some existing approvals do not meet the current code and suggested updating the code to reflect new display technology; "most of the message boards that have been approved in the village, they don't meet with code," staff said.
On window signs, staff noted the village's current rule allows 35% window coverage in the general village and 25% in the downtown area, but observed several businesses have window coverage well above those percentages and asked the board to consider whether the code should be changed or enforced differently. "Your code... it's 35% coverage in the general village," staff said.
Staff also said a review of planning and building fees suggests the village may be charging more than neighboring municipalities and proposed adjusting fees to be closer to comparable jurisdictions. Finally, staff mentioned proposals about allowing taverns without required food service and said that would also come forward for review.
The board received the preview; no formal action on these memoranda was taken at this meeting, and staff said the items will be routed to the board as appropriate for review and possible code changes.
