Board approves payroll, licenses, inspection ordinance and stray-animal contract; sets busy fall agenda

The Willow Springs Village Board approved several routine and consequential items at its Sept. 26 meeting, including payroll warrants, business and liquor licenses, a code-inspection ordinance and a three-year stray-animal services contract.
Finance: The board approved payroll and warrants that included $173,790.94 in payroll expenses for the reporting period. The motion was made and passed by roll call.
Licenses: The board granted a business license and a liquor-license transfer for Maria’s Management Services, LLC (operator at 131 Market Street). To accommodate that transfer the board also advanced Ordinance 2024-O-15, which increases the municipality’s number of liquor licenses from eight to nine; the board noted the Maria’s license would be finalized after state licensing is complete.
Another business item approved a secondary/office license for Univer Solutions (listed in the packet at 8523 Road). Trustees questioned whether hazardous materials would be stored at the site; staff clarified that hazardous-material storage is covered by the company's primary license and the secondary license under consideration was for office/operational use only.
Ordinance: The board adopted Ordinance 2024-O-14, which adds inspection language meant to ensure continued compliance with regional requirements (cited in the packet as MWRB/MWRD compliance). Engineers and staff recommended the change and the board approved the ordinance by roll call.
Animal services: The board approved a three-year contract with the Hintail Humane Society for stray-animal services, selecting the police-department-recommended flat-fee option; trustees clarified the contract applies to dogs and that the humane society will not accept feral animals under the agreement.
