Brookfield awards three lead service replacement contracts totaling about $13.3 million

Village engineer Derek Bridal told trustees the program was divided into three phases to attract competitive bids. The combined engineer estimate for the three contracts was about $13.3 million. Low bids returned below engineering estimates: Phase 1 — 5 Star Energy Solutions, $6,116,875; Phase 2 — 5 Star Energy Solutions, $4,026,265; Phase 3 — Trine Construction Corporation, $3,161,508.
Bridal said the village has bypass funding that will cover part of the program, leaving an estimated $11 million remaining for future phases and noting that roughly 624 identified lead services would remain after the awarded phases. He said bidders were generally 14–16% below engineering estimates and that reference checks on lower bidders produced satisfactory results.
Trustees approved each award by roll call. The approvals are the first formal step; staff indicated the board will later consider loan applications through the Illinois EPA or similar financing and will present water-rate adjustments in April to cover loan repayments as previously discussed during budget planning.
