Belvidere council refers annexations, approves bollard project, reduces escrow and appoints Gary Greenhow

Mayor presented several land‑use and capital items. City Attorney Drella recommended forwarding two ordinances to the city council to annex Deerhills 1 and 2 (excluding lots where owners have not filed annexation petitions) and to forward a separate ordinance to annex portions of Deerwoods 2, excluding certain parcels and farms so the city avoids maintenance obligations. Council moved and approved both referrals by voice vote.
Staff recommended awarding the bollard installation project to O’Brien Civil Works as the low bidder at $54,110; Jordan Keck said the work will be paid for from grant funds and capital funds and estimated a September completion window. Council approved the award by voice vote.
Jordan Keck also presented a request from Southtown Ventures LLC to reduce the cash escrow for Southtown Subdivision; based on the engineer’s estimate and the city’s subdivision code (125% of uncompleted work), staff recommended reducing escrow from $426,111.07 to $108,750 and council approved the reduction.
Mayor offered the appointment of Gary Greenhow to the Planning & Zoning Commission (term expiring 05/01/2030); the council approved the appointment by voice vote. Near the end of the public portion, the council voted by roll call to enter executive session at 6:47 p.m. to review executive session minutes pursuant to Section 2(c)(21) of the Open Meetings Act; roll call showed 10 in favor.
