Summary
The council granted the Belvidere Area Chamber of Commerce temporary closures for Buchanan Street markets (May 29, June 19, July 31), a downtown business trick-or-treat (Oct. 28) and Hometown Christmas (Dec. 4), and approved placement of trash receptacles along event routes.
The Belvidere Area Chamber of Commerce requested temporary street closures and public services for a series of downtown events in 2026. Mayor Barry read letters from Amy Nord, the chamber’s executive director, asking for closures to improve pedestrian safety and boost foot traffic for downtown businesses.
Council considered three Buchanan Street market dates — May 29, June 19 and July 31 — with closures requested from State Street to Main Street and portions of Whitney Boulevard and the West Municipal parking-lot area; council approved the motion. The chamber also requested large trash receptacles at locations marked on the submitted map; council approved that request as well.
The chamber asked for a business trick-or-treat event on Wednesday, Oct. 28 (requested hours 5–7 p.m.) and for Hometown Christmas on Friday, Dec. 4 (requested hours 4–9 p.m.) with related street closures on State Street, Logan Avenue and 1st Street and additional trash receptacles along the route. The letters included attendance estimates for planning purposes: about 7,000 visitors for the trick-or-treat event last year and about 12,000 visitors for last year’s Hometown Christmas, figures read into the record by the mayor. The council approved the closures and the supplemental trash-receptacle placements by voice votes.
Council members asked only logistical questions (timing, weather concerns) and noted coordination with city staff for closures and equipment placement. The mayor said approved requests will be handled administratively and brought back in the appropriate ordinance form if required.
