The Committee of the Whole on March 23 recommended that the mayor be authorized to enter into an intergovernmental agreement (IGA) with Boone County governing revenue from Landfill 2.
City Attorney explained the city is the EPA‑appointed certified operator for Landfill 2 and that the landfill is owned by Boone County but operated by the city under older intergovernmental agreements. The proposed IGA would direct any monies received by either the city or county from Landfill 2—currently under consideration for solar leases—to be placed in a dedicated Landfill 2 account and used to defray cleanup, monitoring and closure costs shared 50/50 by the two governments.
Council members discussed the operator designation (which the city retains per EPA appointment), the historical origins of the arrangement and the modest expected revenues: the county administrator was reported to estimate roughly $10,000 annually from current solar lease arrangements. Alderman Frank moved and Alderman Hoynes seconded the recommended motion; the committee approved it on a voice vote. The IGA will also be presented to Boone County for approval and may be adjusted if the county requests modifications.
