Belvidere council approves up to $25,900 for city share of PSB window replacement

City Attorney Drella (speaker 9) and council members discussed ownership, space allocation and cost shares, noting the building’s mutual areas are generally split 50/50 between city and county.
Alderman Grahamkowski asked whether the city pays half of utilities and whether the city participated in the county’s bidding. City Attorney Drella and other officials said the city was not involved in the county’s bidding process for the ARPA-funded work and that, absent an amended intergovernmental agreement, both entities share operating costs—generally on a 50/50 basis.
A motion "to approve an expenditure not to exceed $25,900 for the replacement of windows at the PSB to be paid from account 415110-7900 capital funds" was made (mover: Alderman Peterson; second: Alderman Stevens) and passed by voice vote.
Why it matters: The PSB is jointly owned by Belvidere City and Boone County. Council members raised concerns about consistency of cost-sharing and the council’s role in approving change orders; the mayor said appropriate change orders would be authorized by the mayor or designee.
What the council said: Alderman Bergen asked if declining to approve would stop the county project—the city attorney said the county's work would proceed but the city would not replace its windows without the city's approval. Alderman Frank confirmed the windows to be replaced are exterior windows for the executive and administrative offices.
