A staff presenter described multiple recent applications for uses that do not fit neatly into the existing zoning classifications and recommended the board request that the ZBA/Planning Commission research and recommend amendments to chapter 155 to allow a broader "personal services" category. The presenter listed potential uses including beauty and barber shops, nail and tattoo salons, massage therapists, tailors, shoe repair, electronics repair, housekeepers, and animal groomers.
Board members moved and seconded the referral. Roll call indicated affirmative votes and the measure carried. Staff said the referral is intended to "future-proof" the zoning code by grouping similar one-on-one service businesses rather than listing each specific business type.
Staff did not provide a timeline for the ZBA/Planning Commission's review or a date for a return recommendation to the board. The referral directs staff and the Plan Commission/ZBA to conduct research and return with a proposed text amendment and recommendation.
