Belvidere committee awards manhole and detention-pond contracts, approves fire-software renewal and K-9 donation

Public Works Director Brent Anderson recommended awarding the Manhole Adjustment Project Phase 2 to Schroeder Asphalt Services, the low bidder at $239,460, against a $300,000 budget. "I would recommend approval of the low bid from Schroeder Asphalt Services in the amount of $239,460," Anderson said; the committee approved the award by voice vote.
For the Allen Street Detention Pond project Anderson said the low bid came from NTRAC Group at $869,992.71. He noted earlier cost estimates had ranged from $960,000 to $1.2 million during pre-bid analysis and that the recommended work will be paid from an IEPA GIGO grant (75%) and capital funds (25%). Anderson described the pond as additional storage that will daylight a section of the existing storm sewer and provide relief for large rain events: "This is gonna daylight that section of pipe at the pond location and provide extra storage in there and then release to the river." The committee approved the low bid and will proceed to contract award and scheduling.
In other new business, Fire Chief Shadle requested renewal of the FirstDue records-management software for the fire department at a cost of $16,131.25 (down from $17,214 last year). He said the platform supports NFIRS reporting, CAD integration, pre-incident planning and apparatus asset management; the council approved the renewal by voice vote.
Police Chief Woody asked that the city accept a $3,494.25 check from Vector Professional Practices LLC (d/b/a Dogwood Pet Hospital) for the Belvidere Police Department K-9 program; the committee approved acceptance of the donation by voice vote.
All of the above measures were approved by voice vote during the committee meeting; specific contract documents will be finalized before execution and construction schedules will follow award and permitting steps.
