Belvidere council approves taser purchase, appointments and multiple public-works contracts

At its Dec. 1 meeting the Belvidere City Council approved Resolution 2025-22 to buy tasers from Axon, appointed Joe Hambloch to the Northern Illinois Land Bank Authority, accepted public improvements for Wycliffe Subdivision (with a $6,500 donor maintenance contribution), and authorized several public-works contracts and change orders including a $124,142 sewer lining contract and a $20,330 change order; most votes were unanimous.
The Belvidere City Council on Dec. 1 approved a slate of routine resolutions and public-works contracts.
Resolution 2025-22 authorizing an agreement with Axon Enterprises to purchase tasers for the Belvidere Police Department passed unanimously on a roll-call vote called by the clerk. The council then approved Resolution 2025-23 appointing Joe Hambloch as a trustee to the Northern Illinois Land Bank Authority and Resolution 2025-24 accepting public improvements for Plat 1 of the Wycliffe Subdivision; staff noted the property owner is divesting and donating $6,500 toward future maintenance of the detention pond that the city will accept and maintain.
Public Works items approved included waiving the bidding requirement under Belvidere municipal code §2-700 for the sanitary sewer main-lining project and awarding the lining contract to Hoyer Construction to complete approximately 16,94 linear feet of 15-inch sanitary sewer main at a total cost of $124,142, to be paid from sewer depreciation funds. The council approved a change order for Entrack Group LLC not to exceed $20,330 for additional clay excavation on the Allen Street Regional Retention and Infiltration Basin (paid from capital funds), and approved salvaging 39 sections of an existing 72-inch storm sewer pipe at $175 per section (total $6,825) for reuse in upcoming phases.
The council also approved NBIS biennial bridge inspections and an update to the bridge condition report on a time-and-materials basis not to exceed $19,000, paid from a public-benefit line item. Several motions and committee reports were approved by unanimous or near-unanimous roll-call votes.
Several of the ordinances presented (Ordinances 744H–747H) were introduced as first readings (tax levy and special service-area ordinances, and a proposed sale of a 1967 Joy air compressor to the Boone County Fair Association) and were scheduled to return for a second reading in two weeks.
The council closed with acknowledgments to community partners (VFW, Salvation Army) for Thanksgiving outreach and brief departmental thanks (street department for snow removal); the meeting adjourned at 6:32 p.m.
