Council directs staff to incorporate clarifying edits to financial and pay policies into FY 2027 budget

Assistant City Administrator Morgan told the council staff reviewed the Financial Practices & Policies document as part of the FY 2027 budget process and proposed several clarifying amendments: how base pay is adjusted when an employee’s compensation falls below the minimum of an applicable salary range; a specification that employees hired within 60 days of the fiscal year (after March 1) are not eligible for the May 1 COLA and that COLA should be considered in the starting salary offered for such hires; and a clarification that employees must complete one full year of employment to be eligible for merit pay.
Morgan said most changes are cleanup language and that an administrator authority section previously approved in 2021 had not been incorporated into the document, so staff included it as a redline cleanup. Council members said the clarifications will help managers and new hires understand pay practices. Alderman Kreukenberg moved to direct staff to incorporate the proposed revisions into the final FY 2027 budget and the motion passed by voice vote.
Staff will include the redlined document in the budget and present the final Financial Practices & Policies language with the FY 2027 budget materials.
