Warrenville presents employee engagement survey showing high participation but lower scores for communication

Juan Ortiz, the city’s HR generalist, presented the results of an employee satisfaction and engagement survey to the Warrenville City Council on March 2, saying the city achieved a 73% participation rate and “we got a pretty high participation rate of 73% of our employees.”
Ortiz told the council the survey used a 1–5 scale and highlighted several strong metrics: 94% of respondents said they have the tools to succeed, 91.6% reported a healthy work environment, and the overall engagement average was 4.26. Ortiz said communication scored lower (3.58) and growth opportunities averaged 3.85.
“The top employee requests were extended or year‑round summer hours, followed by a four‑day work week, and then city contributions to dental or vision,” Ortiz said, reading write‑in requests collected in the survey.
Ortiz described next steps: restoring and using a health and wellness committee to evaluate benefits, researching equitable work‑life balance options and improving internal communication so employees and supervisors have more touchpoints. He said staff will consider repeating the survey every one to two years to track changes after actions are implemented.
Several aldermen praised the high participation and urged an annual cadence. An alderman asked whether the wellness committee would include representatives from multiple departments; Ortiz confirmed the committee will gather staff from across departments and that changes will be implemented after further research and contractor work where required.
The presentation concluded with council members thanking staff for conducting the survey and encouraging follow‑up steps ahead of the FY 2027 budget process.
