Libby Popovic, the village’s economic development coordinator, told the board that the Planning & Zoning Commission recommended the request with six conditions, including specific operating hours, an ownership-specific special use tied to “Prolific Dispensary,” time limits to exercise the permit, limits on extensions, abandonment rules, and a requirement that the rear parking lot be resealed and restriped.
