A trustee had flagged that the low bidder's submission did not acknowledge Addendum 1 and that the mandatory alternate bid schedule was partially incomplete, which produced a bid roughly $26,000 less than the next bidder. Project consultant Steve Dennison (on the record) said staff reviewed the concern, determined the mandatory alternate is unlikely to proceed because staff intends to take all cation exchange units offline at once, and concluded the omission was immaterial to the base scope that formed the award basis. "It did not impact the base of the pricing for the project, which is being what the project's being awarded on," Dennison said.
Trustees asked clarifying questions about materiality and legal sufficiency; staff confirmed they were comfortable proceeding. The board voted to accept the recommended bid (resolution 26-05) and award the contract (roll-call vote recorded as passing 6-0).
Staff will finalize contract documents and proceed with scheduling work per the project timeline.
