Warrenville accepts $600,000 DuPage County CDBG grant to resurface Shaw Drive

The Warrenville City Council on Monday approved a resolution to accept $600,000 in Community Development Block Grant (CDBG) funds from DuPage County to resurface Shaw Drive and adjacent streets in the Summer Lake subdivision.

Director Kugler told the council the grant represents "$600,000 of community development block grant funding through DuPage County for the resurfacing of Shaw Drive and adjacent streets in the Summer Lake Subdivision." He said that amount represents roughly 38% of the estimated construction costs and that the city’s share would come from capital maintenance and replacement funds.

The resolution, introduced by Alderman Lockett, drew questions about the county’s CDBG program and the city’s prior experience using the funds. "I know there's certain—it's limited to certain areas of low and moderate income in the city," Kugler said, noting the city previously used the program to resurface a Square Courts area.

Alderman Wagner asked how the city learned about the program and whether other grant opportunities exist; Kugler said staff monitors calls for projects and focuses public-works applications on road projects in eligible low- and moderate-income areas. Lockett asked whether the city could secure funding repeatedly; Kugler said DuPage’s calls for projects tend to come every two years and that staff will continue to seek eligible projects.

With no further deliberation, the council voted unanimously to approve the resolution. The deputy clerk recorded an affirmative vote by the aldermen present and the motion carried.

What happens next: Staff will proceed with the subgrantee agreement with DuPage County and move the project into the city's capital work plan and budgeting process.
