Burr Ridge staff reports progress on Village Hall sale and seeks more study on home rule, ADUs and fiber

Village staff told the Board of Trustees on Jan. 26 that the village is advancing the Village Hall redevelopment and is in the final stages of negotiating a purchase-and-sale agreement (PSA) with a prospective buyer. Clerk Evan said the PSA is at a principal-agreement stage and staff expects to bring a contract to the board at a future meeting; he emphasized the village attorney has been involved in addressing legal questions.
Evan said the village has posted an FAQ and is collecting public comments, and that staff expects to distribute the draft budget to the public by Feb. 13 with a budget review workshop on Feb. 23. He said the sale price has not changed and that the buyer plans to petition the plan commission for necessary zoning and site approvals.
Trustees continued a separate discussion of strategic goals they directed staff to add to the in-process list. Items identified for additional study included pursuing Home Rule authority (trustees noted nearby municipalities have taken that step), exploring allowance of accessory dwelling units (ADUs), and potential expansion of the village water utility to serve neighboring areas. Trustees also discussed adding more Flock cameras in high-traffic corridors to support the police department.
On broadband, trustees said residents have asked for fiber service; staff reported repeated outreach from providers including MetroNet and EZ Fiber but said current state law and utility taxation differences mean the village cannot currently collect the same right-of-way revenue from fiber that it collects from traditional telecom utilities. Trustees asked staff and the DuPage Mayors and Managers group to continue legislative efforts to create a level playing field.
The board set its next regular meeting for Feb. 23 and will receive follow-up materials on the PSA, budget and any requested research on home rule and ADUs.
