The village adopted a text amendment to Title 15 (zoning) that consolidates 'personal services, businesses and establishments'—including beauty and barber shops, nail salons, tattoo parlors, dry cleaners, personal trainers and animal groomers—into a single classification, and separately defines massage service establishments.
Director Anderson said the change is intended to streamline the code by listing common personal services under one category while treating standalone massage service establishments as conditional uses in general business and limited industrial districts. Staff clarified that massage performed as part of an affiliated therapy or beauty service would not automatically require a conditional use permit, whereas a pure massage service establishment unaffiliated with other services would.
Trustees requested clarification about the distinction between affiliated services (for example, a pedicure that includes a short shoulder massage) and a dedicated massage establishment; staff said state licensing and existing code chapters govern professional therapy uses and that conditional use requirements apply only for standalone massage businesses as drafted.
The board approved the ordinance as recommended by the plan commission and village services committee.
