Antioch trustees ask for more study before approving special-service-area plan for Cross Lake

Trustees discussed a request from Oakland Hills residents to establish a special service area to fund dredging and other shoreline work tied to sediment runoff into Cross Lake. Mayor Scott Gardner said staff have received petitions and that the board needs more information on ownership, jurisdiction, sources of sediment and a feasible funding approach before deciding whether the village can or should lead the work.

The discussion centered on whether the proposed SSA — which would add a line on homeowners’ tax bills — would confer a defensible special benefit across assessed parcels. Trustee (voice 8) warned of precedent, saying a village-wide approach could obligate the village to address similar problems at other association ponds. Trustee (voice 4) raised property-tax sensitivity and asked for clear evidence that residents in the affected area support the levy; he urged confirmation that the petition represents overwhelming local support rather than a small group.

Trustee (voice 9) questioned the underlying cost estimates and whether bids or engineering figures support the stated $25 per-year figure, and asked whether grant funding had been pursued. Mayor Gardner said staff had talked with Holly Fales of the Fox Waterway Agency, who indicated dredging alone may not be a durable solution and recommended broader shoreline stabilization and upstream source control. He said Fox Waterway documentation estimates about 4,781 cubic yards of sediment as a medium-priority reduction but that the village needs to determine how to move the effort forward.

Several trustees suggested that, if an SSA were considered, it should be put to a referendum rather than imposed by the board. Trustee (voice 3) said the board has obligations related to roadway culverts and related infrastructure and warned that culvert replacement costs could be substantial and separate from dredging. The group asked staff to map ownership and easement responsibilities, identify drainage and sediment sources, outline permitting steps and agency contacts, and prepare a preliminary SSA-feasibility and funding study.

The board did not take a vote to form an SSA at the meeting. Mayor Gardner asked staff to gather the requested background information and seek Fox Waterway input, targeting staff findings for the board’s February meeting schedule.
