Rationale and scope: Board members framed the policy as a safety and educational measure rather than a punitive action. "I'm looking for compliance and safety," the chair said, explaining the intent is to have an inspector work with residents to find reasonable solutions rather than to impose punitive remedies. Trustees debated whether to limit the retroactive period; after discussion the board agreed on the two-year window (2024–2025) and a three-month application period beginning Feb. 1.
Notification and implementation: The board asked staff to publicize the amnesty on the village website and Facebook page and to include the announcement on the February water bill.
