Georgetown council denies community solar contract, approves leak detection and adopts tax levy and raises

At its Nov. 3 meeting the Georgetown City Council denied a proposed community solar contract, approved water leak detection after staff estimated a loss of ~41,000 gallons per day, authorized payment of $26,903.33 in bills, and adopted a 4.79% tax levy and 5% employee raises.
The Georgetown City Council took several routine and policy actions at its Nov. 3 meeting, voting unanimously on most items.
The council denied a proposed community solar contract after the city attorney identified numerous concerns. The motion to deny was approved unanimously.
The council approved conducting leak detection work; meeting materials estimated current water loss at approximately 41,000 gallons per day. Council members authorized the leak-detection effort so staff can identify and repair losses.
Council also authorized payment of List 896, comprising 27 vendor payments totaling $26,903.33. The clerk’s and Streets & Alleys reports—covering routine permits, maintenance, a repaired water main at Park and W. 6th St., and other operational items—were approved unanimously.
On finance measures, Treasurer Amy Cavanaugh said the proposed 2025–26 tax levy increase is 4.79% to help cover higher wages, police protection and health insurance and to aid recruitment for the water/sewer superintendent position; the council approved the levy. The council approved budgeted 5% raises for employees not on probation and excluding the water/sewer superintendent; that motion also passed.
Other business: the council tabled three agenda items (records storage building bids and a request to vacate an alley from Beth Hall), approved a Christmas basket donation at the prior level, and permitted the Ladies Club to use two parking spaces for food trucks during the Dec. 7 Christmas Parade. The meeting adjourned at 8:23 p.m.
Why it matters: The denial of the community solar contract removes a potential planned project requiring further legal review; the leak-detection approval addresses a material operational loss that, if corrected, could reduce operating costs and conserve water.
