The Zion City Council voted Feb. 3 to authorize a contract with Deegan and Associates LLC for groundwater monitoring, reporting and closed-landfill inspections required under the Illinois EPA closed landfill permit.
Director Ransom presented the proposal, describing services that include groundwater monitoring, quarterly reports, and inspections. The proposed contract amount is $36,000 for the city’s fifth contract year (2027), and staff recommended approval as a budgeted item in the waste fund.
A commissioner asked whether the city could provide trend reports and when monitoring might end. Ransom said he did not have a definitive end date and that monitoring requirements can extend as EPA standards become more stringent, but he regularly receives quarterly monitoring reports and can provide an annual summary.
The council moved to approve the contract; the clerk called the roll and the motion carried.
Next steps: Deegan and Associates will perform the monitoring and reporting described in the contract; staff will provide annual monitoring reports to the council and can supply quarterly data on request.
