The Hampshire Village Board moved to propose three Special Service Areas (SSAs) and set public hearings for June 26, 2025.
Staff said the SSAs are largely cleanup items for developments that predate current stormwater requirements or were never formally assigned SSAs: Old Dominion (SSA #32), Road Ranger/McDonald’s (SSA #33) and Arrowhead Business Park (SSA #34). Staff explained the village serves as a backup SSA to ensure maintenance responsibility for detention and retention basins if property owners do not maintain them; failing to establish required backup SSAs would violate county stormwater ordinance adopted by the village.
Trustees discussed whether the developments were aware of the requirement at the time of approval; staff said the village retains primary responsibility only if property owners do not maintain required infrastructure. The board approved each ordinance proposing establishment and set the June 26, 2025 public-hearing dates by recorded voice/roll-call votes.
