Trustees for the Village of Antioch approved the first reading of consolidated annexation ordinances for five properties along Northeast Drive and North Lakeshore Drive after consolidating the items into a single vote.
The board voted, by roll call, to consolidate the five parcels and approve the first reading of the annexation ordinance and the associated annexation agreement. The mayor and village attorney explained the technical difference between the annexation ordinance (which brings property into village limits) and a separate annexation agreement that would govern the terms of service and any conditions. Trustee discussion focused on access routes and emergency-service response, with one trustee noting some properties would continue to receive longer 9-1-1 response times depending on route and jurisdiction.
Earlier during the public hearings, residents representing the North Grand Avenue, Northeast Drive and North Lakeshore Drive neighborhoods read a statement urging annexation to align zoning, planning and public services with Antioch. Trustees asked staff and the village attorney to clarify how annexed properties may disconnect under state law and what the annexation agreement would require.
The board also held a separate public hearing on a proposed forcible annexation for up to 56 acres adjacent to Northeast Drive, North Lakeshore Drive and Grand Avenue. Michelle Shaw spoke in opposition, telling trustees that a proposed use (she referenced a solar farm as an undesired land use) would “detract from what brought all of us to this beautiful chain of lakes.” Village counsel summarized the forcible-annexation statute (7‑1‑13(a) of the Illinois Municipal Code), noting a public hearing is required before proceeding. Trustees approved a first reading on the forcible-annexation ordinance but did not waive the second reading.
What’s next: The annexation items advanced on initial readings; further steps include any required second-reading votes and finalization of annexation agreements if property owners choose to execute them. Forcible-annexation proceedings remain subject to the statutory process and any subsequent votes required by law.
