Board amends municipal code to allow scalable fire protection contribution fees

The Village Board approved an amendment to section 14-2-6 of the Hampshire municipal code to move from specific fixed fire-protection contribution fees to a scaling approach that can be updated through the village’s annual fee schedule. Staff explained the change was requested by the fire protection district because fees had not been adjusted since about 2008–09 and the amendment avoids the need for technical code changes each time fees are adjusted.
Trustees clarified that existing development agreements retain the fees already negotiated for ongoing developments, so current builders will not be charged retroactively. Staff said the change primarily affects new developments and fee-setting moving forward.
The board approved the ordinance on the amendment to §14-2-6 by recorded vote (motion passed 6–0). The change enables staff to update contribution levels via the annual fee process rather than ordinance text.
