The Hampshire Village Board approved an intergovernmental agreement (IGA) among the village, the township, the park district, the library district and the park protection district to purchase and operate a community electronic sign to be installed at Hendrick (Henpeck) Park.
Staff summarized financing for the project: a total vendor price of approximately $32,100 with partner reimbursements totaling $12,000, leaving an estimated net village expense of about $20,000. The board was told the village will own the sign to avoid complex shared ownership and related insurance disputes; the park district will manage day-to-day posting and contribute labor in lieu of a larger cash share.
Trustees queried the cost-share breakdown, maintenance responsibilities, the proposed executive committee that will set posting rules and whether the village can terminate participation. Counsel and staff pointed to contract language that allows any party to terminate with 30 days’ written notice; staff also said village ownership makes the village responsible for replacement costs should the sign fail in the long term.
The board approved the IGA by roll-call/voice vote (motion passed 6–0) and subsequently authorized purchase of the sign (vendor bid reported as $32,095) after procedural clarification that a voice vote was acceptable for the procurement action. Staff said they expected installation roughly 60 days after ordering, pending utility work (power drop by the utility).
