Board approves DEI phase-3 engineering and joint funding agreement with IDOT for Safe Routes to School

The Village of Hampshire board approved a professional services agreement with DEI Inc. for phase 3 engineering services for the Safe Routes to School project at a cost of $47,468, and then authorized a joint funding agreement with the Illinois Department of Transportation that formalizes the village's local match.
Jay Hedges, village manager, introduced the item and said EEI prepared earlier design phases; Paulson (EEI), who was online to answer questions, explained phase 3 is construction-phase engineering that provides resident engineering, on-site testing and documentation during construction.
"Phase 3 is the construction phase out in the field," Paulson said, describing the scope of resident engineering, material documentation and testing needed for IDOT compliance.
Trustees asked about prior EEI payments and how the phase-3 fee fits with total project costs. Paulson said phase 1 and 2 costs were roughly comparable to each other, and that phase 3 engineering costs were included in the joint funding calculation for the local match.
The board voted to approve the DEI contract and then approved a corresponding resolution to enter the joint funding agreement with IDOT, clearing the way for construction-phase engineering and the village's participation in scheduled lettings.
What happens next: staff and EEI will proceed with construction-phase oversight once the IDOT contract and the consultant agreement are finalized.
