The Warrenville City Council on Jan. 19 voted to direct staff to advance multiple presentation items to upcoming agendas for formal consideration and final action.
Council approved motions — generally by voice vote — to have staff prepare resolutions or contracts for: two vehicle leases through Enterprise Fleet Management (waiver of competitive bidding and declaration of two existing vehicles as surplus); a professional-services agreement with Engineering Enterprises Inc. (EEI) for Central 2 Basin manhole rehabilitation (design and bid documents); a separate EEI agreement to conduct preliminary engineering for a water-system emergency interconnect with the City of Aurora and a Ferry Road water-main loop (estimated fee $58,508 to be included in FY27 TIF #4); an intergovernmental agreement with the Warrenville Park District for a permanent stormwater management easement at Sesquicentennial Park tied to a planned pickleball court and rain garden; Tourism & Arts Commission (TAC) hotel tax grant recommendations totaling $134,614 for 15 repeat projects; and a $25,000 hotel-tax grant request to fund a part-time museum director/curator for the Warrenville Historical Society.
Capital maintenance superintendent Jamie Clark described the two replacement vehicles: a hybrid F‑150 to replace a police sergeant’s SUV (longer term lease to match usage) and an F‑150 for public works replacing a Ford Ranger; staff asked council to waive bidding and declare the existing units surplus. The council approved a motion directing staff to present the lease agreements and surplus declaration.
Utility maintenance superintendent Zach Jardine presented two EEI scopes: a $19,933 design contract for manhole rehabilitation (funded in the FY26 water and sewer fund) and a preliminary engineering scope for the Aurora interconnect and Ferry Road loop (EEI fee of $58,508 to be included in FY27 TIF #4). Jardine said the emergency interconnect would be used only in emergencies and, if activated, would trigger advanced testing requirements by the Illinois EPA.
Community development staff outlined the Park District’s plan to replace a volleyball court with a pickleball court at Sesquicentennial Park; because the work adds net new impervious surface over the county threshold, the Park District will install a rain garden and grant a permanent stormwater easement to the city under the county stormwater ordinance. The council directed staff to present the IGA for approval at a future meeting.
Monica Johnson, representing the Tourism & Arts Commission, presented TAC’s unanimous recommendation to award $134,614 in hotel-tax grants to 15 applicants (including the Warrenville Park District’s multicultural fest and Concerts on the Commons). The council directed staff to include the awards in the FY27 budget.
Director Dahlstrom of the Warrenville Historical Society requested continued funding of $25,000 from the hotel-tax fund to support a part‑time museum director/curator; council directed staff to advance the request into the FY27 budget.
All items discussed under the presentations-and-discussion section were directed to appear on upcoming agendas for formal action; no final contract approvals or budget appropriations were adopted at the Jan. 19 meeting.
Council concluded the public meeting by voting to enter closed session for litigation and personnel matters and adjourned.
