Bolingbrook raises procurement thresholds, approves special-use permits for Path Fit and a food pantry

The Village of Bolingbrook on Dec. 9 amended its procurement code and approved multiple zoning ordinances in a meeting the board described as routine and committee-reviewed.
By unanimous vote, trustees passed Ordinance 25-047 to amend Chapter 20 (Finance) of the village code, increasing purchasing authorization thresholds. Under the new rules, Department Head approval is required for purchases up to $5,000; purchases between $5,000 and $25,000 require Department Head and Administrator approval; purchases between $25,000 and $35,000 require Department Head, Administrator and Mayoral approval; and purchases over $35,000 require Board of Trustees approval. Trustee Troy J. Doris moved the ordinance and Trustee Bhavini K. Patel seconded. Administrator Lucas Rickelman told the board the village reviewed limits used by nearby Illinois communities and found the updated amounts consistent and competitive; Village Attorney Burt Odelson noted state law changes permit the increased limits.
The board also treated six liquor-license ordinances (25-039 through 25-044) as a single motion and approved adjustments to license-class counts for multiple businesses. Trustees then passed Ordinance 25-045, approving a Special Use Permit for Path Fit, a personal training studio at 226 N. Bolingbrook Drive, and Ordinance 25-046, approving a special-use permit and variances to allow a food pantry and resource center proposed by DuPage Township at Canterbury and Lily Cache.
Next steps: the procurement code amendment and zoning approvals become part of the village code; staff will implement the updated approval flows and record the special-use permits in development files.
