Council rescinds two rehab resolutions, approves increased reimbursements for two properties

City staff brought multiple items related to the FY26 residential rehabilitation program and asked the council to rescind two earlier resolutions and accept increased costs for several projects.
Miranda explained that invoices and contractor quotes for applicants Roger and Sally Morris included higher costs than previously approved because the lowest quoted contractor had been unwilling to register. She said there was no change in the scope of work, that previously approved work remains same, and that program expenditures remain within the allocated budget (staff said about $96,000 of a $100,000 budget had been committed).
Council voted to rescind resolution 2025‑61 (718 East Adams) and resolution 2025‑62 (440 North Madison) and to adopt resolutions authorizing increased payments. The city attorney read the resolutions into the record: payment to Roger and Sally Morris for 718 East Adams will be up to 90% of TIF‑eligible project costs or $4,410, whichever is less; for 440 North Madison the payment will be up to 90% of eligible costs or $2,838.52, whichever is less. Votes were recorded by roll call and motions carried unanimously.
