He said the SOW contemplates three years of work and staff recently received the master‑services contract. Alderman Dorsett told colleagues he had spoken with partners and planned to vote against the agreement, saying the scope “is not broad enough” and that the contract appears “very heavy on the front end.” Council discussion noted that section 4(a)(1) of the master‑service agreement allows termination without cause or penalty upon expiration or cancellation of the SOWs. The council approved the Leap Group agreement; roll call recorded two 'no' votes (Dorsett and Hemingway) and the motion carried.
The council recorded the roll‑call votes for both measures. Staff said the Leap agreement will be managed by city administration and proceed to implementation under the city’s procurement terms.
