Hampshire adopts ordinance to allow gasoline-powered UTVs with registration and road rules

Chair Harrell presented the ordinance change and said staff revised the earlier six-month evaluation language so gasoline-powered UTVs would be explicitly included. Under the amendment, newly allowed vehicles must be registered with the village and “follow the same process as the golf carts,” and operators must obey the village speed limits and other rules of the road, Harrell said.
Trustees asked clarifying questions about where the previous ordinance used the word “electric.” A staff member confirmed the revision struck “electric” from the ordinance so the restriction now targets vehicle type and operation rather than propulsion method. No member questioned enforcement mechanics during the discussion.
Trustee Kelly and other trustees voted in favor during a roll-call tally; the chair announced the motion passed 6-0. The change moves registration and operational compliance requirements already used for golf carts to apply to the newly allowed gasoline-powered UTVs.
The ordinance will be entered into the Hampshire Municipal Code and enforced under existing local traffic and registration ordinances. The board did not set a separate implementation date during the meeting; enforcement will follow standard ordinance-adoption procedures and staff implementation steps.
